The two phrases are interchangeable because other than one extra precaution, the idea behind building six pack abs or toning a flat stomach is the same whether you are young or old.

Before a teen starts lifting weights you need to ask your parents or physician about the proper age of when you should start working out. The general rule of thumb is you don’t start lifting weights seriously until you have arm pit hair (when puberty kicks in).
